Not a single university in Odisha was selected under the UPE scheme of UGC to receive central funds for its infrastructure development hampering the research and other academic activities.
While universities of other States under University with Potential for Excellence (UPE) scheme of University Grants Commission (UGC) are getting crores of rupees as assistance from Centre and UGC every year, unfortunately Odisha’s universities are deprived of getting funds since they are not eligible to get the UPE tag.

During IX plan period the UGC had introduced the UPE scheme in order to develop quality and excellence in inter-disciplinary approach in teaching and research activities in the universities.
As per the procedure, the eligible universities with UPE status would get at least Rs 100 crore from the Centre and UGC to improve their infrastructure and also get support from several foreign organisations for their research and teaching.
While the universities in neighbouring Telangana and West Bengal have obtained UPE status, Odisha universities are far away from the UPE tag.
